The current rate of working showers in over 7,400 Aboriginal houses tested around Australia is only 35%. Evidence assembled over the last 2 years points to this rate dropping to 28% by 2018. How could this be possible given the current $5.5 billion National Partnership Agreement on Remote Indigenous Housing?
